INVITATION FOR TENDER/ EXPRESSION OF INTEREST

The National Broadcasting Commission wishes to invite reputable and competent Companies with good track record of performance and experience to bid for the following Goods, Works and Consultancies;

CATEGORY A     

Lot 1: Supply of Diesel to the Commission                                                             Abuja

Lot 2: Supply of Stationaries                                                                                 Abuja

CATEGORY B     

Lot 1: Provision of Facility Management for the Commission                         Abuja

Lot 2: Provision of legal representation                                                                  Abuja

Lot 3: Digital Switch Over Awareness                                                                      Delta/Gombe

Lot 4: Media Placement Services Advertisement                                                 Abuja

Lot 1: Reconstruction of NBC Jos Roof                                                                     Jos

Lot 2: Reconstruction of Collapsed Fence at          NBC Enugu Office             Enugu\

3. REQUIREMENTS

Interested contracting firms are hereby required to submit their firms' profiles, which must include the following documents:

I)             Evidence of Certificate of Incorporation of the company with the

Corporate Affairs Commission (CAC) including forms CAC2 and CAC7;

ii)            Evidence of current Tax Clearance Certificate for the last three (3)

years – 2015, 2016 & 2017, valid till 31st December 2018 with a

                minimum average turnover of N20,000,000.00

iii)           Company's Audited Accounts for years 2015, 2016 & 2017, duly

                signed by ICAN/ANAN Licensed auditors which shall be verified

                and the original sighted on demand;

iv)           Evidence of current Pension Compliance Certificate valid till

                December 31,2018;

v)            Evidence of current Industrial Training Fund (ITF) Compliance

                Certificate valid till December 31,2018;

vi)           Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance

                Certificate valid till December 31,2018;

vii)          Evidence of Registration on the National Database of Federal

                Contractors, Consultants and Service Providers by submission of

                Interim Registration Report(IRR) expiring January 1,2019 or valid

                Certificate issued by the Bureau of Public Procurement (BPP);

viii)         Evidence of financial capacity to execute the project by submission

                of reference letter from a reputable commercial bank indicating

                willingness to provide credit facility for the execution of the project

                when needed;

ix)           Company Profile with Curriculum Vitae of key staff to be deployed

                for the project including copies of their Academic/Professional

                qualifications (in case of construction: COREN, QSRBN, ARCON,

                CORBON) 

x)            Details of at least three (3) similar jobs undertaken and completed

                in the last five (5) years, including Letters of Awards, Job

                Completion Certificates, Valuations Certificates, and photographs

                of the projects;

xi)           List of Plants/Equipment with proof of Ownership/Lease

                (where applicable);

xii)          Evidence of Firm's Registration with the relevant Professional

                Bodies for Category B, e.g EHORECON (Facility Management),

                NAICOM (Insurance)

xiii)         All documents for submission must be transmitted with a

                Covering/Forwarding letter under Company's /Firm's Letter Head

                paper amongst others, the Registration Number (RC) as issued by

                the Corporate Affairs Commission (CAC), Contact address,

                Telephone Number and E-mail address. The letterhead Paper must

                bear the Names and Nationalities of the Directors of the Company

                at the Bottom Page, duly signed by the authorized officer of the

                firm.

xiv)         Sworn Affidavit disclosing whether or not any officer of the

                relevant Committees of the National Broadcasting Commission or

                the Bureau of Public Procurement is a former or present director,

                shareholder or has any pecuniary interest in the bidder and to

                confirm that all information presented in its bid are true and

                correct in all particulars.

4. COLLECTION OF TENDER DOCUMENTS FOR CATEGORY A & C

Interested companies should collect the Standard Bidding Documents (SBD) from the office of the Head of Procurement Room 60 of the National Broadcasting Commission, Plot 20 Ibrahim Taiwo Road, Aso Villa Abuja on evidence of payment of a non-refundable fee of N10,000.00 into the National Broadcasting Commission Remita's account in any commercial bank.

 

SUBMISSION OF TENDER DOCUMENTS FOR CATEGORY A & C

Prospective bidders are to submit for any of the Lot desired, two (2) hard copies each of the technical and financial bids with soft copy of financial bid only in MS Excel Format packaged separately in sealed envelopes and clearly marked as “Technical Bid” or Financial Bid. Thereafter, put the two-sealed envelope in a third larger envelope and addressed to:

The Director-General, National Broadcasting Commission,

Plot 20, Ibrahim Taiwo Road, Aso Villa, Abuja

and clearly marked with the Name of the Project and the Lot number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and dropped in the Tender box of National Broadcasting Commission Headquarters, Abuja not later than Monday July 30, 2018 at 12:00 noon.     

 

5. SUBMISSION OF EXPRESSION OF INTEREST FOR CATEGORY B

Prospective bidders are to submit for any of the Lots desired in category B, clearly marked as “EoI for Lot…” and addressed to:

The Director-General, National Broadcasting Commission,

Plot 20, Ibrahim Taiwo Road, Aso Villa, Abuja

Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and dropped in the appropriate box of National Broadcasting Commission Headquarters, Abuja not later than Monday July 30, 2018 at 12:00 noon

 

6. OPENING OF TECHNICAL BIDS/EOI

The Technical bids/EoI will be opened immediately after the deadline of the submission of bids on Monday July 30, 2018 at 12:00 noon in the Board Room of the, National Broadcasting Commission, Plot 20, Ibrahim Taiwo Road, Aso Villa, Abuja in the presence of bidders and their representatives, NGOs, Professional bodies and members of the public.

While the Financial bids will be kept un-opened. Please, ensure that you sign Bid submission register in the Procurement department, as the National Broadcasting Commission will not be liable for misplaced or wrongly submitted bids.

7. ADDITIONAL INFORMATION

I)   Bids must be in English Language and Signed by an official authorized

      by the bidder;

ii)  Bids submitted after the deadline for submission would be returned

      un-opened;

iii) Bidders should not bid for more than two (2) lots;

iv) All costs will be borne by the bidders;

v)  All pre-qualified bidders for Categories A & C will be contacted at a

      later date for financial bid opening while bids of un-successful bidder

      will be returned un-opened;

vi)  All pre-qualified firms for Category B will be contacted at a later date

      for collection of Request for Proposal;

vii)The National Broadcasting Commission is not bound to pre-qualify

      any bidder and reserves the right to annul the Procurement process at

      any time without incurring any liabilities in accordance with Section 28

      of the Public Procurement Act 2007.
